Unsatisfactory for blank short answer (TURBO)

It would be great if assessments could be set so that when marking any short answers or multi-short answers where automatically marked as unsatisfactory when learners leave them blank.

  Even if it didn't allow it to be submitted. 
  Same with self-marking - the amount of unsatisfactory that automatically occurs because they haven't answered or saved is ridiculous. 
  If the system just didn't allow the student to submit until all questions were answered, it would save many headaches.

  I agree with Ash, they can't submit till all the answers have been answered, this will force them to finish
