Allow uploaded files to be downloaded and worked on and uploaded again for 'File Upload' assessments

Sometimes we have students who have half completed a 'file upload' assessment and the only way they can save it is to upload it to their assessment task (our computers are wiped every evening and the students are not very good at using their emails, and we don't have access to USBs).

Since students can update their other saved answers in assessments it would make sense to be able to go back into these assessment tasks, download the previously uploaded assessment, work on the file, then upload it again.

  100% there needs to be better ways for editing uploads and viewing uploads, the upload and download requirement for students and trainers is not ideal.
