Linking Resources to a Class

At the moment we can only link a resource to a qualification or unit. 

There are occasions when I would like to link a resource to a certain class/es. Eg classes in WA need a document, but classes studying the same qualification in NSW do not.

  We are having the same issue with resources that are only relevant to certain groups as they are contextualised for their organisations, however currently anyone completing the unit/qualification can see them and its creating a lot of confusion
