Same URL option for updated Resources Library documents

We would like to be able to link our public resources library documents to templates and webpages etc.
We can do this easily enough (copy the link and add to the template etc), however, as soon as the document version changes a new URL is created and we need to go back and change all the links in templates/webpages etc - defeating the purpose of having a one-spot upload.
Is there a way (or can you update), so we have the ability to force the same URL? This way we can update the version in the library and not have to go back and update all the links - basically decreasing our risk of missing something.

I don't know how it works from a database POV, but depending on your permissions in the resource section, you can go back and view old versions. Therefore each version has their own URL as this is their identifier.
In saying that, by using force latest version, by accessing it via the URL will take you to the latest version.
So say version 1.0 is www.axcelerate.com/10210 and version 2.0 is www.axcelerate.com/12410, you can simply use the version 1.0 URL (10210) and that will redirect to the version 2.0 URL (12410).
Again, if my understanding is correct, you should be able to just set the initial URL (with force latest version set for the initial and all subsequent versions) and it should just stay as is.

Tom is 100% correct here - that's the purpose of the "Force latest version" checkbox. It doesn't matter which of the different URLs you use, it will always use the most updated version.
The purpose of having different URLs for each version is to retain some level of version control.
You're able to access specific versions by using the hyperlinks at the bottom of the Resource update page - you'll notice the "&forceLatestOff" at the end of the URL:
