Move "Manage announcements"

I feel like having the ability for staff to be able to post announcements to multiple classes is a good feature, but having it locked behind global all system settings is dangerous. I would like to assign some staff the ability to do this for when they manage 10 different classes without having to post in each one manually, without the risk of them accidentally adjusting other settings in the global settings page.

  100% agree, would be nice if we could grant the ability to manage announcements to staff without giving them full system access.

  Agree.  Having the Manage Announcements in general settings is problematic as we need more than the restricted number of people who have access to system settings to be able to deactivate announcements once they are no longer relevant, plus to be able to demonstrate to auditors how they are engaging with their class (via announcements at class level).
