Requisite Notifications - Expanded functionality

Currently Requisite Notifications only prompts you if the Requisite unit is in the same class/workshop.

It would be great if we could expand the current Requisite Notifications funcitonality to prompt users resulting a workshop of any requisite units that may not exist within that course but exist within another course.

  System needs to prevent unit completion outside of requisite chains at all stages not just bulk update or set all outcomes.

  Units can still be awarded individually or from auto marking from assessments etc.
