Assessment Authoring - Upload questions into the assessment builder

Enable the user to upload assessments (questions/answers).

1. Reason: bulk uploads for ease of use. The system only allows us to create each question manually, and it would be efficient if it could be uploaded in one go.
2. Suggestion: using a CSV to upload the questions/answers into the Assessment Authoring tool. The CSV contains -- Question, Single choice, Multiple choice, Short answer.

  I agree, typing in each individual Assessment item is very time consuming. What James has suggested is a great idea. It's a feature in Moodle.
