Learner portal resources - when opening, do not open overwrite existing tab

When using the learner portal, when a student click a resource, it opens in a new, second tab. When an additional resource is opened, rather than opening a third tab, it loads up in the second tab, overwriting what the student previously had open.

I'm not sure if this is a limitation of internet browsers or if there is something that can be updated so that, for example, when a student has a resource open, opening a new one will start a new tab, rather than using the existing tab.
