Cohort filter

A filter needs to be added to the report builder to allow adding the Commencing Program Cohort Identifiers as an option. Currently, out of all the report you can start with to customise, this isn't an option in any of them to filter by cohort.

We need this field to do audit check to ensure compliance and have no way of doing so without manually checking.
