Learning plan filters

I would love the learning plan filters to be a little more helpful. Our 'by qualification' also lists all of the qualifications that we have ever had on scope even if they are innactive which is WAY over the top. 

It would be great if the learning plan sorting was similar to the assessment tabs. Published + Draft + archive.
