Update User Permissions so Learning Plan [Enrol} can be granted without [Enrolments] permissions

We'd like Learning Plan enrolment permissions to be separate from Enrolments permissions, just like eLearning and Assessments have separate permissions.

We need our trainers to be able to enrol students in modules as they progress through the course, but we want to restrict the ability for trainers to enrol themselves in courses without permission.

So having the Learning Plan enrolment coming under the enrolments permissions is causing issues and doesn't make sense to us.

We'd like this to be separate so we can put our restrictions in place in line with our policies.
