Learning plan settings

It would be great if we could have the commencement settings that are at the module level, included in the element level.  The reason being is some funding contracts want a substancial amount of contact/learning before the commencement date has been set....

To work around this for the time being, we have created 2 learning modules per UofC, and set the commencement date when the student accessess the 2nd module.

In a qualification, however you end up with 32 learning modules (16 UofC) and it can become difficult to navigate.
