Add send email/SMS option to announcements in Student Portal

Hi All, 
Could it be possible to add a "send email" option when adding an announcement in the system?
The majority of our students do not get into the portal unless they have a specific need, therefore we send emails. 
It would be great if we could add an announcement and send an email in one step, that way the student would be able to see any prior announcements in one spot, but also be notified via email if they were not using the portal at that time.

  I am surprised this is not already a native feature. 

  We are required to send an email manually to announce to our students that there is an announcement to view.

  I understand the aXcelerate wants to and in many way needs to be a self contained system, however the reality of the world is still running through emails and everyone expects to get an email when they need to be alerted to something.
