Learning Plan module releasse permission should be in the learning plan section of system users not enrolments

We want our trainers to release learning plan modules to students progressively throughout the delivery of the class so they can control what students have access to while facilitating a class and it doesn't always come back to Admin to add this.

The permission setting for this is currently sitting in Enrolments. If we provide this permission to trainers, they can also add enrolments that we currently don't have as an option because we don't want them enrolling themselves in qualifications without permission.

So from a User Management perspective, this permission needs to be shifted to align with learning plans and not enrolments so these can be kept separate.

We suggest something similar to the Elearning permissions where there is an 'Enrol' permission against that specific area.

It would also be helpful if the help guides were updated when new functions are added to aXcelerate to make it clear where the permissions sit within the system, learning plans are not yet on the User Management guide.
