Finance Notes in Workshop - amend permission to view, add, update, delete

It would be great if the finance notes permission could be separated out to be in line with other permission items eg Workshop instances have view, edit, update and delete.

This way we could protect all other notes but allow finance notes to be modified by relevant staff members.
