Invoice Numbers Generated Before Payment (Wordpress)

For some time now our participants have been having invoice numbers generated as part of incomplete online enrolments.

This is happening before they have attempted a payment on our wordpress site.

Could it be changed so that the invoice number is not generated until a payment attempt is made?

It is causing problems for our finance team when they export to Xero.
