Ability to lock resources once an assessment commences - closed book assessment

For closed book assessments it would be helpful to be able to lock the resources, via the learning plan, before the student is able to access the assessment.

Currently, once a resource is available, it is available until the end of the module date and they are downloadable.

I believe this feature would only be possible by imbedding the resources somehow so the student can't download them onto their device. They then must be exited/marked as complete and locked before assessment becomes available.

It would be like making a Resource a prerequisite?
