Learner Portal - Option to override the aXc help guide

To add a bit more information/screenshots and to customise/brand, we've commenced drafting our own work instructions for the learner portal.

It would be great if we could have the help icon go to our personalised instructions instead of the generic aXcelerate ones.

  This feature has been developed and is currently undergoing code review before going through internal testing. Please keep an eye on the release notes to see when this feature releases.
