Allow for a "approved census date amendment" field for Department-approved census date changes

The Department allows providers to change a census date for an individual student (where an application is submitted and approved).

In cases where we have applied to have a census date changed and the application is approved, there is no easy way to change the student’s census date in aXcelerate. Currently we create a new unit of study for the student and we have no idea what then happens to the existing record with the prev census date which is messy. Can this be simplified, perhaps with the inclusion of an “approved census date amendment” field on a per student basis against the unit of study? We have a situation where data in a previously submitted student in HEIMS cannot be updated because the census dates do not match between aXcelerate and TCSI
