Add individualised Cc to bulk emails

We need the option to add an organisation contact or other secondary contact as a Cc to each contact as part of a bulk email or bulk template action. 

You can add a linked contact as Cc when sending an individual communication but you cannot do this when sending a bulk message.

We have a large portion of learners who must have additional people Cc'd on all communication and this is not feasible to do individually.
