Searchable inactive accounts

Recently we had trouble locating an account that was made inactive due to non attendance and nonpayment of fees, we did this as we wanted to limit their ability to access content they simply were not paying for. Due to out structure we still needed to report on them, as they were inactive they were nu-searchable.

can we have the ability to set an account to inactive and searchable & complete inactive.
