Automatic notifications sent to student when an announcement has been added to their course

Would it be possible to provide an automatic notification from the system (either email or SMS) to a student when a NEW announcement is added or updated, in their course? It would only need to short, something like:

''A new announcement has been added/updated to your course. Please log in to your Learner portal to see what is happening in your course!!"

If it can't be a system generated email or SMS, maybe a field that is brought into the workflows so you can use the trigger of adding or updating any announcements, the trigger for your email/SMS.

  That would be great.

  Perhaps there could be the option for staff and students to determine their notification settings so that if they want to be notified about an update they can select this option in the portal.
