Documents to Review widget

Currently Documents to Review widget takes you to the update screen for the resource - not the resource itself.  Better if links to resource as not all staff who are Resource Owners have add / update / delete capability in Resource Library.

We have very strict limits on who can modify Resources in Resource Library - not all resource 'owners' are allowed this access, but do need to know when their resource is due for review.

Need for all staff who have been allocated as a resource Owner in the Resource Library to be able to set up the Documents for Review widget to track systematic review of resources.
