Add non-assessable SCORM packages

There needs to be the option to add a SCORM package (or any other) as a non-assessed or not tracked item. 

Content that is just learning but delivered in scorm does not necessarily need to be accessed by the student.  

This affects our system setting where unit outcomes are automatically updated based on assessment and elearning completion. Students may have successfully completed all required assessment items but not the linked elearning. Because of this their unit outcome is not automatically changing to a competent outcome.
