Mandatory Date of Birth to prevent duplicates

We deliver non-accredited 'In House' courses frequently and what we have found is duplicates are easily created in the system because we don't always collect the date of birth. As it is mandatory for accredited learning anyway, it would make sense just to make the field as a required field to reduce the number of duplicate people being created.
