Assessments - trainer to be able to provide feedback without failing assessment

If a student uploads evidence for an assessment but they are missing something, currently the trainer needs to mark the assessment as unsatisfactory. However what we would like is that the trainer can give feedback requesting more evidence and not giving them a mark at that stage.

Also when new evidence is uploaded, the trainer is unable to see the first submission. So if they only upload the missing information then it is still wrong because the first submission is no longer available to the trainer. Can you make it so that every submission the trainer can view?
