Historical VFH/VSL ID editable by the RTO

We are part of a university and report student for both Heims and Avetmiss using their university student number, it would be great to be able to edit the Historical VFH/VSL ID from the contact page so we don't need a script to be run in order to do our HEIMS reporting.
