Ability to Override Certificate Issuance for Outstanding Accounts

Hi,

We currently utilise the function to not issue certificates where there is an outstanding balance.

This then becomes an issue with long standing clients with generous credit terms who would like their certificates before the invoice is due.

Would it be possible to have an override system were a password or super user could override the block on the certificate issuance?
