Order of census dates

For each class unit of study you can set up multiple census dates. The system seems to automatically set the earliest census date as the default census date. This is causing a few human errors for us so it would be good to be able to manually choose which census date is the default date for each unit of study. It's difficult to utilise this feature otherwise
