Contact Portfolio - Qaulification Section Tidy Up

We are attempting to utilise the 'Qualification' tab within the contact portfolio to store copies of issued certificates however we have found the functionality of this to be a little 'off'.
i.e. Qualification type: It has three random qualification types and then 'other'.
Also 'Issued by' has also got a number of random universities from QLD and then 'other'. Also when you select 'other' and add in a new one it does not add it to the list.
Is there any way this could be more 'user friendly' the 'Qualification type' is perfect as we can modify this as we like, if the other two fields were the same that would be much more effective to a wider range of clients outside of QLD.
