System level check to avoid reportin avetmiss for specific subjects

In order to avoid reporting avetmiss for a particular subject you need to go to each students enrolment and click the checkbox "Do NOT report AVETMISS for this subject".

It would be nice if this option was also available at the system subject level so that you didn't have to do it manually for each student.
