Salutation option to be above message instead of below

When we send a merge document, the salutation (Hi "username") is currently below the message block. We find that many of our users are writing their own greeting within the message block and don't notice the built in greeting option until they have already composed their message so the users receives two greetings. e.g. ""Hi John"" and then the line below will say ""Dear John"". My suggestion is to move the greeting above the subject line so that it's clearer to see.
