Allow full qualification / statement of attainment flag to be manually changed on certificates for reporting

It would be very helpful if we had the ability to manually adjust the Full qual/Statement of attainment flag on an enrolment after a certificate is issued but the system doesn't allow this.

There is a weird issue that happens sometimes when a qualification class is created via a linked workshop where the flag on the class is set to Statement of Attainment in the system.

This issue sometimes results in full qualification certificates being issued but the flag in the system will report it as a SOA, the only way to change it is to reissue the certificate, which results in new certificate numbers, which is really frustrating when all you want to change is how it is reported for AVETMISS, it has no impact on the actual certificate that is generated.

It would be great if we could have control to adjust the actual flag in the system without needing to reissue certificates.
