Learner Onboarding - assessment/learning access functionality

Would love to see some improvements to the Learner Onboarding functionality in terms of assessment/learning access.

Currently, students can access assessments and/or learning without completing their Learner Onboarding form, and the only way to change this is to 'switch off' the 'Assessments to do' or 'Learning to do' widgets in the Learner Portal settings.  Changing this setting removes visibility of assessments or learning from the Learner Portal homepage interface, resulting in increased click-rates for students to arrive at their required learning.

In our case, reporting is indicating that approximately 10% of our enrolments are able to complete their training without completing learner onboarding.  This may seem small, but in larger volumes, this creates lots of additional administration and follow-up work to obtain details from students which is counter to the purpose of Learner Onboarding.

Suggest:

It would be great if the Learner Portal interface could remain visible but locked until the student completes the form, or some other kind of similar functionality.
