Bulk set outcomes filters

In addition to the current select all options (All enrolled, all not enrolled, all not competent, all interim), I would like there to be an "All not yet started" option (for NYS/NR units) and an "all continuing" option, in order to differentiate between NYS(85) units and CA(70) units.
