ID Photo upload quality

We currently have students upload their photo ID as part of their onboarding however we frequently have to request them again as the quality of the upload is not satisfactory.  Given the follow up required we question the worth of getting students to upload in the first instance.   If we refer to police clearance sites as an example whereby the acceptance of photos is not actioned unless satisfactory requirements have been met we wonder if there could be any additional options available for this to occur within axcelerate?
