Learner Onboarding Workflow triggers

Is it possible to create a workflow trigger for onboarding? Similar to the assessment submission trigger? Or as a drop down on the 'send contact template'?
I want to trigger an email to the admin team to notify when someone has completed their onboarding for certain courses, so we can review/follow up as necessary.

I have looked in both workflow settings and reports and both are very limited in this area.
