Enforce Designated Signatory Order

Signatories can currently access and sign agreements through their Axcelerate account before the agreement has even reached their signatory turn. This results in the signatory going out of order and not sending to future or outstanding signatories. To rectify this I believe an agreement should be none accessible to sign in a portal until it is up to their signatory.
