Trainer rates auto add to workshops

At the moment, the trainer rate does not automatically get populated in to the course instances, even if it is added in the trainer profile so essentially it is not of any use. It would be very useful if the trainer rates could do the above so it is no longer a manual task and saves time and repetition of data entry.
