Ability to easily reassign submitted assessments to a different assessor

When an assessor leaves a training provider or goes on extended leave, there is no easy way to assign all or selected assessments to a different assessor in bulk.

Currently the only way to do it is to either use the bulk update tool, which has to be done for each course / cohort separately, or to individually change the assigned assessor to each individual assessment submission.

The bulk update assessment tool won't change the assessor for assessments that have already been submitted, so it is not really an option for when an assessor goes on extended leave.

An Administrator tool that allows for assessment submissions to be easily reassigned in bulk would be a welcome improvement.
