Revised Standard 1.3 (Assessment tool review)

In the Revised standard 1.3 Assessment tools are reviewed prior to use to ensure assessment can be conducted in a way that is consistent with the principles of assessment and rules of evidence set out under Standard 1.4. 

It would be great to add in functionality that allows for an approvals process prior to publishing. Eg. nominate an approver, notify said approver, said a pprover reviews and approves.
