Change of access for updating Qualification Details - Full Outline

It would be great if we can have a staff member updating the course web content (Qualification Details -> Full Outline) without giving them 'Master Settings - Full Access' permission which allows users to have complete access to and control over all system settings (except access to general settings).  This leaves us restricted on who can update web content.

I can't see why this is not controlled in the Accredited Scope settings that gives them access to Qualifications and Units of Competency.
