Display packaging rules on the Qualification Unit Status and Enrolment page

At the moment the Qualification rules displayed on the Qualification Unit Status and Enrolment page only shows the minimum units required according to the packaging rules. It would be very useful if rules can also be set for maximum unit allowances such as from Group A and Group B for the qualifications it applies too.

It only lets you set a maximum for imported units at the moment.

This would assist RTO's to ensure they are compliant when managing student enrolments.
