Attaching a document to a note in quality goals

Hi, Any chance you can extend the note section under quality goals to include the ability to attach a file? This seems to be available in all other note sections would be great to see it here too.

  What about attaching it as a hyperlink with the base document stored on Google Drive, One Drive or Dropbox.
