Bulk set fees

Currently there is the requirement when setting up student fees to manually enter each students fees individually by unit, then adding the need potentially to do the same to setup VSL information also which is very tedious and time consuming. 

It would be more efficient if there was the ability to bulk set student fees / resources fees and VSL fee info for a course at the cohort given the amounts are the same, then the only requirement would be to adjust individuals based on their own circumstances (eg credit transfers).
