Messages widget should include Pending

Right now, the dashboard widget New and Open Messages only supports New and Open Messages - obvious, I know, but bear with me.  Once a message is addressed the system automatically wants to Set as Pending.  Unfortunately, the widget does not support those.

Given the intent of dashboard widgets is to be efficient and save time hunting messages down that need addressing, it is strange that it's basically a one-use widget, as you then need to keep manually hunting it down, keep setting it to Open every time you reply in the message, or also adding a follow-up task, which adds yet another step.

The messages widget:

1. should be configurable via a cog icon button like the Online Assessments
2. allow us to adjust the scope of messages, including the category

This will allow better tracking of messages for individual users within their own scope as well as staff with greater permissions, as they can then filter an additional level.  It also lets the widget function more efficiently as a stand-alone dashboard widget rather than need extra, deeper processes to follow up.
